The Minister for Social Development is signalling a cultural shift at all levels in the Government's planned overhaul of the country's social welfare system.

Carmel Sepuloni wants to be part of creating a welfare system that is fair, accessible and maximises the potential of everyone who uses it.

She says it's also about supporting frontline staff and ensuring they are treated fairly.

"There's a lot of work going on behind the scenes. In our agreement, when we formed Government with the Greens, we stated very clearly that we'll be looking at a welfare system overhaul so you can expect some announcements down the line, but it's early days yet."

Sepuloni was a keynote speaker at the annual PACIFICA women's conference in Whangarei over the weekend.

She paid special homage to Pacific women who rose above their challenges to become strong leaders in their own communities.

"We may be ministers or MPs but we're reliant on making sure that Pacific people have a voice on every working group, every board and every advisory group that is relevant to Pacific people. It's important that we have that leadership reflected in senior management positions across our public sector."
